Villagers not breeding in the new snapshots

This bug has been occuring since the 18w05 snapshot and the problem is that villagers are not breeding at all. I made them willing by trading and food, they have doors and everything that is necesarry. I tried in multiple designs of villager breeders and in natural vilages, in survival and server, none of it worked.
