Kelp blocks & coal cannot smelt cacti into green dye

Summary: When a kelp block or coal is placed in a furnace, even if it is activated as a fuel with another item that it will smelt, it will not smelt cacti into green dye

Actual Behavior: Kelp blocks and coal will not smelt cacti into green dye.

Expected Behavior: Kelp blocks and coal are a fuel sources and thus should be able to smelt cacti into green dye.

Notes: This is a regression as coal could previously smelt cacti into green dye.
