I have turned on the minecraft screen shot but the kelp and turtles and everything else is gone

You see when I turned on the screen shots, I turned on the minecraft world, a brand new world, and NO turtles, NO kelp, NO phantoms!!!!! NO New Thing! I was confused and when to creative but NO turtle spawn egg, NO phantom Spawn egg, AND NO KELP!!!!!!!!!! I was confused and this is why I am writing this bug also no underwater shrines.
