Skin bug for 1.6.4 and lower

On versions 1.6.4 and below, skins don't work, before that happened skins would work just fine, but now they have stopped working. On versions 1.7.2 and higher, this doesn't even happen. Instead of loading custom skins, they just load as Steve skins.
