Rising in waterlogged blocks is faster than climbing ladders

The bug

When climbing waterlogged ladders, the climb speed is ~2x faster than with normal ladders.

How to reproduce

Create two columns of ladders, the same height. Waterlog one column. Time your climbing speed up both columns. Note: The fences in the image just contain the water.
