Kelp isn't completely removed when sponge removes the water

I dug a hole (3x3x3) and filled it with water (no running water). When I place a sponge in a top corner it removes the water for the whole hole. If I place kelp in the middle of the hole (2 blocks high) and remove the water with the sponge in the top corner again, one kelp plant will stay alive!
