Powered rails don't start minecarts

Normally when and unpowered powered rail recieves power and it has a minecart on it, it starts moving. This is not happening for me. A lot of maps use this feature so they are unplayable because of this. I was on a server when this happened.

I've just tested this on single player and the bug is there too.
