Music Still Plays Even Though Volume Is Set To 0

So I'm working on an adventure map for minecraft 1.13 and wanted to get started within the snapshot. I booted it up today on 18w09a and made a new world. I turned down the music because it annoys me plus clashes with my own music playing and I thought I could still hear the minecraft music so I stopped my own and what do you know the minecraft music was still playing
