Ice on Frozen Ocean loads oddly

When flying in creative mode the on ice on frozen oceans loads oddly. There are empty squares that disappear as you approach. The empty squares do not reappear if you fly backwards after they have appeared. Not sure if that's on purpose or just a quirk of it generating?
