Problem With water and sponges

I was cheking out the new ruins in the snapshot and was trying to clean them up a bit, I used sponges for it:

What I expected to happen was. the water will fill up again the holes i didn't fix

What actually happened was, the water didn't fill the holes and stayed still

Steps to Reproduce
1.go to a place where there is water
2. take a sponge and place it down
3.ther you go you've got your unupdated water

the only way to fill up the bubble is by updating the water with a block
