Water doesn't renders at side of half-blocks

Water texture isn't always rendered correctly when viewing from a side of half-blocks (stairs, slabs etc).

What happens:
There is a gap between water and block while stairs block is surrounded by water.

What I expected to happen:
There should be no gap between water and the stairs.

Steps to reproduce:
Using stairs:
1. Place the stairs block
2. Fill all the air surrounding the block with water
Using dried desert water well (see the second screenshot):
1. Place water on top of the middle sandstone block.
