"Night Vision" effect without NV being applied using new water vision mechanics

I noticed when floating down a dug hole in an oceanic trench that i still had the night vision effect going on even though my head was out of the water. When getting out of the water the effect is directly completely gone. I am pretty sure this is not intended this way. Check the gif attached.
