beacon not working

A couple beacon issues

I copied a 1.12 world to my snapshot saves folder.
Began playing
I had a 5 tier beacon but it was no longer active
I tried to reprogram it but it failed (I think the game crashed here)
I removed an iron block and readded it. Top layer block so beacon stopped.
Added block back and reprogrammed but nothing
