Water breathing effect causes an 11th bubble to appear on the oxygen bar

When under the status effect of Water Breathing, an 11th bubble appears on the status bar and is present there for the remainder of the status effect.

How to reproduce

1. Create a new world
2. Drink a Water Breathing potion or /effect give @p water_breathing 999999
3. Go underwater
