Pufferfish poisons players that aren't in water

The bug

When the player is standing beside the edge of water that contains a pufferfish, the pufferfish can detect the player and inflate, poisoning the player.

How to reproduce

This is easiest to confirm by building a small pond or aquarium, placing a pufferfish in it, and walking beside the water's edge.
