New water vision makes lighting flash when swimming on surface after swimming underwater

Lighting flashes when swimming on the surface after swimming underwater
Seems like the lighting might be based on somewhere a little below where the camera actually is located.

What I expected to happen was...:
Lighting to be like when you are on the ground when swimming on the surface

What actually happened was...:
The lighting flashes as you bob up and down while swimming on the surface, happens for both sprint swimming and normal swimming

Steps to Reproduce:
1. Swim underwater for long enough to have a noticeable difference in water vision to make it easier to see
2. Without leaving the water, swim along the surface
3. Observe world lighting flashing between normal and water vision
