Comparator doesn't update when using /item replace on a hopper

The Bug

When doing /item replace on a hopper next to a comparator it fails to update the comparator

Reproduce

• Get a hopper and comparator
• Place them down
• Do /item replace block [x] [y] [z] with acacia_boat

Observed Result

The Comparator didn't update

Expected Result

The Comparator would update
