Enchanting Chain Armor

From a skeleton farm I have, I got multiple chain armor drops that I repaired, and enchanted. I then enchanted a book and tried to add it onto my chain boots, but if I enchant it, I use the xp and don't get the new enchant. It does this for all chain armor and all enchantments.
