Unlocked hoppers not picking up / transporting items

Items being dropped on hoppers are not being picked up and transported by the hoppers even though the hoppers are not locked. When items are placed directly into the inventory of the hopper, the hopper does not transport it to the next hopper even though they are connected correctly and both are not locked.
