If cheats are disabled, you can still use them.

How to reproduce:
1. Go to a world without cheats.
2. Type "/enchant @p mending" on any tool or armor you have.
3. Look at the item enchantments and the fact that your item is glowing.

This is probably because of the fact that singleplayer worlds are handled as servers.
