Normal skeletons sometimes shoot arrows that have blue potion particle effects

1. Spawn a skeleton and let it shoot you
2. Notice some of it's arrows will emit blue particle effects

My bug report was wrong. The bug is actually that only when you leave the world and come back, all skeletons' arrows on the ground will have potion particles.
