Kelp spawning in water only 1 high

I came across an ocean (newly generated) and found 2 bits of kelp that had spawned in water 1 block deep which produced a visual glitch. After a couple of seconds it broke and dropped the kelp item instead.

Steps to reproduce:
1.) Load up fresh new world with latest snapshot
2.) Fly to ocean and look out for this bug
