2 high ferns not generating properly

I expected to see normal ferns generating in a taiga biome, instead, the bottom half of 2 high ferns appear. Using shears in survival does not drop anything. Occasionally normal 2 high ferns will appear but I have not been able to find ordinary 1 high ferns at all. I was next to a village when I first discovered the bug but the issue appears to persist throughout the biome as well as appearing in the mega taiga as well

Steps to Reproduce:
1. Load up new world and go to a taiga biome
2. Hunt around
