Black fog / dimmed screen on water surface

The Bug:

Black / dark gray fog surrounds the player when floating on water surface

How To Reproduce:

1. Stand (preferably still) on the water surface
2. Move the camera / mouse up and down
3. The environment / screen will be covered by dark gray fog / overlay
