Block icons brighten when moving in beacon GUI

When moving blocks in the beacon GUI, the icons will brighten.

I expected the icons to stay normal.

What happened is that the icons brightened, completely ignoring the shading.

How to reproduce:
1. Place down a beacon
2. Open the beacon GUI
3. Pick up a block in your inventory
4. The block should ignore shading and brighten
