Instant placing concrete where it can fall doesn't make the place block sound

Blocks don't make place block sounds under circumstance. May apply to more similar block types.

How to replicate:
Drop concrete block your feet while in survival
Be ready to place block on a wall so it can fall as soon as you pick it up again
If the block is picked up the same time it is placed it wont make any block placing sound
