Certain blocks do not update blockstates when placed via command

Certain blocks, such as stairs, do not update their blockstates when placed via a command such as setblock or fill.

To test:

1. /setblock ~ ~ ~ quartz_stairs[facing=south]
2. Move next to the quartz stairs on the east or west side
3. /setblock ~ ~ ~ quartz_stairs[facing=west]
4. Notice that the new stair block you placed does not update
