Gamerule reducedDebugInfo required a relog

The bug

When you change the reducedDebugInfo gamerule, the gamerule will require a re-log to take effect. This wasn't required in 1.12.2.

How to reproduce

1. Open a (new) world
2. Type this command:

   /gamerule reducedDebugInfo true

3. When pressing F3, you'll still see the coordinates, you need to re-log to see the changes
