MC-38433 is back/still in the game

While testing commands in the 1.13 snapshot, I lagged while placing blocks near the upper half of my house's scond floor. I later found out that a bug similar to this, MC-38433, was resovled but doesn't have a resolution. I know that snapshots are buggy, but somehow MC-38433 is back in set chunks.
