Upwards facing dispenser spawning mobs incorrectly

When you place spawn eggs in a dispenser that is facing upwards, they always spawn inside of the dispenser instead of above it. Note: They do not spawn above and then fall inside, they just spawn standing on the block that the dispenser is placed on.
