Using the scroll wheel to switch hotbar slots takes multiple scrolls for each slot

Scrolling the mouse wheel to switch hotbar slots seems to have some weird acceleration mechanic where 2-3 scrolls only switches one slot, then after that it seems to switch normally with with one scroll switching one slot.
