Repeaters do not block redstone correctly

Sometimes blocked repeaters still transmit redstone power,
How to make this bug ? :
Look at the screenshot and make a similar system next activate the lever the redstone will normally be blocked on the 3rd repeaters but if you break a redstone and replace it the repeater will still transfer the redstone power even if the reapeter is blocked.
