Bone meal on a snowy grass

The bug

If you use bone meal on the side of the grass covered with snow, nothing will grow, but the bone meal will be spent (if in Survival mode).

How to reproduce

1. Place a grass block, and on it a snow layer.
2. Try using bone meal on the side of the grass under the snow.
   → Bone meal is wasted, animation is being played, but nothing is growing on snowy grass.
