Never Rains?

This problem was way too weeks ago, but I decided to report this now, I've been in my hardcore survival world in single player and it never rained, then I created a new world with cheats on to toggle the weather to thunder, but the it never rained or snowed, this happens too in multiplier, in one of my servers when I was using shaders I realized that the shaders where giving signs that it was raining but I don't see or hear the sound of the rain, I don't know what's happening I thought it was one of my configurations, I tried to turn on the clouds but still the problem in there, I hope this can be solved soon.
