Up-Arrow doesn't pull up previous message

Because when the command menu is open and you push the up-arrow, it scrolls commands. Because of this, the previous message feature doesn't work anymore. This means it is a lot harder to use the TAB autocomplete when using commands like /fill because you have to write them down, and then execute it.
