Mobs spawned with anvil-named spawn egg can despawn

When a spawn egg for a mob that naturally despawns is named in an anvil and then used to spawn a mob, the mob will despawn when no players are nearby, as if it is not named. This does not match the behavior of naming a mob with a nametag, where the mob will remain indefinitely even if no players are around.
