Can't rename anything

When trying no rename a nametag in an anvil, after trying to take it out to put back in my inventory it snapped back to the first slot in the anvil and did not change the name. At first, i thought it was just a problem with the world, so i made a new one and tested it there. Nope. Tried in creative and survival, Still the same result. Tried a few different items and they all had the same problem
