Can't place bells, buttons, lanterns, levers, torches, redstone torches, or doors on top of hoppers

The bug

Cannot place bells, buttons, lanterns or levers on the top of a hopper. But things like redstone dust, flower pots and torches can be placed on top of hoppers.
This is inconsistent and should either all be placeable, or none.

Note: if none will be placable, pressure plates and rails still should be placable, as they don't actually float (they stand on the edges).
