Scoreboard cannot create criteria "minecraft.used"

If I want to create a scoreboard which can test if a player uses an item.
I type this command:"/scoreboard objectives add test minecraft.used:minecraft.carrot_on_a_stick"
The criteria show me how it changes to, but it cannot work.
It says:Unknown criteria 'minecraft.used'
