/particle speed argument only takes integers

speed argument for the particle command only takes integers, despite taking decimals prior to 1.13 snapshots (confirmed unintentional by dinnerbone)

Steps to reproduce:

1. run this command:

   /particle splash ~ ~ ~ .1 .2 .1 .5 100
   

2. observe the error output
