Visual glitch regarding chunks and visual field

Visual glitch that ive had problems with for a couple months now, happens off and on. My friends are able to see it as well however i cant find any information about it whatsoever on the internet. Out of all the times its happened its always when there's a single chunk between you and the glitch, breaking certain sight lines seems to "fix" it until a block is placed back, and as seen in the picture its only affects a certain level, everything above it looks normal.

All in all not a huge problem, just extremely annoying when half of your base flickers as you walk about.
