Previously Placed Note Blocks Don't Play Sounds

I was playing on a server, but I realised that previously placed note blocks connected to redstone do not play. They do not make sounds when I tune them. However, when I place new note blocks, they are able to play sounds for both occasions. Is this some kind of sound bug?
