MobGriefing gamerule being set to false has no effect on entity destructive capability

Quite simply, in the latest snapshot, 17w45b, the mobGriefing gamerule does not seem to do anything whether it is set to true or false. Creepers will still destroy blocks upon exploding, Withers and their wither skulls will still destroy blocks, etc.
