Wither Skeleton can't see player under a top half slab

When a wither skeleton is standing under a top half slab that is right above its head, 3 blocks above the ground, the wither skeleton cannot see the player and does not attempt to attack the player. Also the skeleton performs weird animations sometimes, cycling rapidly between sword down and sword up.
