Unable to use decimals for the speed parameter in the /particle command

When trying to put in a decimal in the speed parameter for the /particle command, it says that it is an "Invalid Integer", even though in previous versions, it has worked.

Example:

/particle flame ~ ~ ~ 1.5 0 0 0.1 25
