Click and hover events are offset in chat

The bug

Click and hover events are offset in chat. You have to hover somewhere above the text to interact with it.
This does not affect written books.

How to reproduce

1. Use the following command

   /tellraw @s {"text":"Hover here","hoverEvent":{"action":"show_text","value":"Hover text"}}
   

2. Hover over it
   → No hover text appears
3. Move your mouse slowly upwards
   → The hover text appears
