Scrollbar in the creative and server menu isn't working with mouse

The bug

In the first 1.13 snapshot, in creative mode menu, the scrollbar doesn't work. In long lists like "Building Blocks", clicking and dragging the scrollbar part to scroll down or up doesn't do anything anymore, so I have to use the wheel to scroll.
