No recipe book

Good morning. I'm able to get my recipe book when running latest (1.12.2) but anything lower than 1.12 and I don't get the button anymore...

I deleted Minecraft from my system and purged everything I could find. I don't have any resource packs or any mods (at least that I'm aware of, I really tried to ensure it is as vanilla as possible).

Any help is greatly appreciated. Hard to create a door when it keeps trying to make BUTTONS! UGH!!!!
