Can't place snow_layer in adventure mode

Using

/give @p snow_layer 64 0 {CanPlaceOn:["minecraft:grass"]}

won't let you place it on grass.

This applies to any block specified in CanPlaceOn. If it's included, the wireframe appears, but the layer cannot be placed.
