scroll permanently scrolling

Scroll wheel permanently scrolling down.

I was beginning to mine when all of the sudden it froze for a second, then the scroll issue started happening. The hotkey bar at the bottom of the screen's selection permanently began to scroll right. When I got into any setting selections with a scroll bar it scrolls all the way down.

Affects all saves and new games. Tried reinstalling, didnt work. Only happens in minecraft so i know it isn't mouse/touchpad.
